The Cambodia Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship economic development program in Cambodia.

Funded by the Australian Government and implemented by Cowater International, CAPRED supports the Royal Government of Cambodia on inclusive economic recovery and boosting resilience. We build on Australia and Cambodia’s shared outlook on key economic development priorities and objectives, following the Royal Government of Cambodia’s market-oriented approach to economic development as well as the focus on regional and global integration.

The program runs over 5 years (2022­–2027), with a possible extension of 3 years.

Policy Hub Team Lead

The Policy Hub Team Lead is responsible for the strategic leadership and day-to-day management of CAPRED’s Policy Hub. This role involves guiding a team to develop and implement policies and programs that align with CAPRED's strategic direction. The Team Lead will ensure the effective monitoring and evaluation of project progress, manage risks, and foster stakeholder relationships. Additionally, the role demands a strong commitment to integrating gender, inclusion, climate resilience, and safeguards into program activities. 

This role primarily requires an experienced and proactive manager. While desirable, technical knowledge and experience working on economic policy is not required but could be considered as desirable.

Renewable Energy Specialist

Renewable Energy Specialist will play a key role in the organisation's support to the Royal Government of Cambodia (RGC) on its transition towards sustainable energy solution. The specialist will provide engineering expertise in Variable Renewable Energy (VRE) integration, energy efficiency measures, and electric vehicles. Specific expertise support includes weather forecasting for solar energy production, energy storage system design, management of energy systems with high Variable Renewable Energy integration, training development for utility scale and rooftop solar integration, energy audits, electric vehicle charging infrastructure, etc.

Economic Policy Associate

Cambodia-Australia Partnership for Resilient Economic Development (CAPRED) or CAPRED Facility, is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next five years, with the possibility of three more-year extension. The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain and support the country's economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment that promotes a resilient, inclusive and sustainable economy (RISE).

Monitoring and Results Measurement (MRM) and System Development Trainer

 The Investment Manager at CAPRED will play a key role in driving innovation and fostering growth in the economic areas targeted by CAPRED, which are crucial for Cambodia's economic development. Climate Finance and Investment Specialist

The Climate Investment and Finance Specialist (CIFS) champions investments aligned with climate adaptation, mitigation, and sustainable business across CAPRED. The CIFS will manage CAPRED’s activities in the climate finance space, including support to the Cambodia Climate Change Financing Facility (CCFF). The CIFS will also identify and assess new activities and investment opportunities relating to climate finance.

G-PSF Coordination and Operations Consultant

CAPRED is supporting the Cambodian Government – Private Sector Forum (G-PSF). The G-PSF is Cambodia’s peak platform for public and private sector dialogue mechanism. The G-PSF has sixteen (16) Working Groups (WGs). These WGs are Co-chaired by a government minister and a representative from the private sector.

Investment Promotion Specialist

The Investment Promotion Specialist will work with the CAPRED team to support the establishment of the Agri-food Industrial Park (AIP) in Cambodia. 

This role includes working closely with the stakeholders of AIP to encourage participation in the AIP initiative. Stakeholders include: Royal Government of Cambodia (RGC) institutions, international and local investors, regional and global banks and financial institutions.

Environment and Climate Change Specialist

The Environmental and Climate Change Specialist (ECCS) will integrate climate change considerations and adhere to the 'do no harm' principle for environmental sustainability in all CAPRED portfolios. 

The ECCS will ensure an effective mainstreaming of CAPRED's Disaster Risk Reduction and Climate Change (DRRCC) and Environmental and Social Management System (ESMS) approaches.
