Policy is at the heart of what we do. CAPRED advocates for important and sustainable policy reforms from the platform of real, on-the-ground investments.

Cambodia is looking toward a period of global economic transformation. It requires bold, evidence-based policy formulation that thinks outside the economic model of labour and capital accumulation.

The Policy Hub provides technical assistance to key Royal Government of Cambodia (RGC) agencies to develop, implement, review and strengthen priority policies and programs on public and private investment. It focuses on linkages with Australian institutions, implementation support and strengthening gender equality, disability and social inclusion (GEDSI) integration in policy making.

Our Approach

The Policy Hub aims to support improved policy implementation through inter-related “bottom-up” and “top-down” approaches.

Bottom-Up Approach

The Policy Hub takes a problem-based approach, working hands-on with line agencies and the private sector. It focuses on key sector-level policy, regulatory and practical issues curbing investment. It identifies and trials approaches to resolve those problems and unlock investment.

This could include co-investment, helping to pilot new business models, services and financing models; brokering partnerships or strengthening public–private dialogue; helping to tackle private sector information or coordination gaps; and boosting public and private sector capacity.

Top-Down Approach

The Policy Hub provides technical assistance to RGC agencies to move the government’s high-level economic recovery strategy into more detailed policy measures and to support implementation.

Provincial Investment Plan for Piped Water Supply in Cambodia

This publication has been funded by the Australian Government through the Department of Foreign Affairs and Trade.

Cambodia has ambitious renewable energy plans, which includes 70 per cent of its energy coming from renewable sources by 2030. Australia is committed to working with Cambodia to support its clean energy transition and meet its goals. Recently, Australia supported a delegation to visit Australia to learn about our experience in integrating variable renewable energy. We spoke with Dr Darith, Deputy Chief of the National Control Center at Electricité du Cambodge, who was part of the delegation to hear about his experience. Small and medium-sized enterprises (SMEs) account for 70% of jobs in Cambodia. However, only about 13% are formalised, hindering productivity, access to finance and markets, and government support. Australia, through the CAPRED program, collaborated with the Ministry of Industry, Science, Technology & Innovation (MISTI) to develop a digital public service portal for SMEs, handicrafts and industry to apply for licenses. This platform helps foster business formalisation, improve enterprise capacity and productivity, and promote economic growth and increased foreign direct investment. To ensure the online platform’s applicability and usability, CAPRED and MISTI conducted a Consultation and User Testing workshop with representatives from SMEs, handicrafts, and industries. The resulting inputs and feedback were integrated into the platform’s development ahead of the June 2024 launch. Check out the workshop video to learn more.
