Period of Assignment: 12 months (with possibility of extension)

Duration:  May 2024 - April 2025

Program Background

The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension. 

 

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes resilient, inclusive and sustainable economy (RISE)

 

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and Policy support. GEDSI is at the heart of all that CAPRED does. 

 

Position Summary

CAPRED is supporting the Cambodian Government – Private Sector Forum (G-PSF). The G-PSF is Cambodia’s peak platform for public and private sector dialogue mechanism. The G-PSF has sixteen (16) Working Groups (WGs). These WGs are Co-chaired by a government minister and a representative from the private sector. The Cambodia Chamber of Commerce (CCC) is the private sector’s main representative in the G-PSF mechanism, it manages the coordination and facilitation of private sector engagement through the G-PSF mechanism.  To support the G-PSF, CAPRED is looking to engage a G-PSF Coordination and Operations Consultant to support the G-PSF Secretariate of the CCC. 

The Coordination and Operations Consultant will work with the CAPRED's Policy Hub team to support the Government-Private Sector Forum (G-PSF) mechanism in Cambodia (especially support the G-PSF Secretariat of the CCC). The G-PSF Coordination and Operations Consultant will work under the direction of the CAPRED G-PSF Senior International Advisor to develop best practice products and services for the G-PSF.  The Coordination and Operations Consultant will be a part of the CAPRED G-PSF team. The Consultant tasks will include providing support to the CCC to report, document and standardize templates and forms that are used by the G-PSF Working Groups.The Consultant will work closely with the CAPRED G-PSF team to professionalize the G-PSF mechanism through strengthening the process of documentation, reporting, updating G-PSF relevant information and providing outreach to stakeholder.

This role is to mainly work closely with the stakeholders to institutionalise the G-PSF mechanism through reserch, reporting, creating Working Group summaries. An overall objective will be to support an efficient system of interaction to deliver results for public and private sector stakeholders in the Working Groups (WGs). Stakeholders include: the Cambodia Chamber of Commerce (CCC), Business Membership Associations (e.g. sector associations), the Council for the Development of Cambodia (CDC), international and local investors, and Royal Government of Cambodia (RGC) ministries and institutions. 

 

Roles and Responsibilities 

1-              Leadership

•    Proactively work with team to offer creative solutions to ensure the successful implementation of the G-PSF mechanism.

 

•    Identify challenges and solutions of developing an inclusive, results oriented G-PSF.

2-              Technical

Working closely with members of the CAPRED Policy Hub’s G-PSF team and the Cambodia Chamber of Commerce, the Council of the Development of Cambodia (CDC), and other stakeholders. With duties and responsibilities including (but not limited to):

Coordination and operations

·    Undertake and/or provide support to research that demonstrates evidence to support relevant G-PSF WG issues, resolutions, and reports. The evidence include, but not limited to references, and name, number and date of Prakas or legal documents.

·    mprove the quality of G-PSF contents and professionalize documentation that are associated with the Private Sector Working Groups’ agenda, G-PSF working groups’ minutes and reports.

·    Assist the CCC’s G-PSF Secretariat in drafting G-PSF social media contents, including for Facebook, and traditional media.

·    Collect and collate the issues agenda from the members of each G-PSF private sector working groups by using standardized templates.

·    Organize, classify, and synthesize information systems of issues agenda, notes, minutes, and reports from the G-PSF private sector meetings, working groups meetings, and the G-PSF plenary forums.

·    Generate G-PSF meeting minutes and reports (in both English and Khmer).

·    Monitor G-PSF related content and make recommendations for improvements.

·    Ensure that all standard templates for agenda of issues, working groups’ minutes and reports and G-PSF relevant and necessary documents (in English and Khmer) are being used by all G-PSF relevant stakeholders.

·    Working with all G-PSF members and counterpart to ensure that information is systematically organised and maintained, and transparently shared. 

·    Regularly update and maintain all G-PSF relevant contacts list, minutes and reports. The G-PSF products include, but are not limited to contact lists of G-PSF secretariats, co-chairs, and relevant members and stakeholders, and all documents related to information associated with the G-PSF.

·    Coordinate with the private sector co-chairs of the G-PSF Working Groups and G-PSF secretariat, especially the CCC, assist in organizing supporting documents required for the G-PSF meetings.

·    Working with relevant stakeholders (e.g. associations and/ or RGC Ministries and agencies) to regularly update the G-PSF relevant meetings calendar. Transparently share the calendar and information with G-PSF members and counterparts.

 

Project management

·    Detect problems and offer effective resolutions for improving the G-PSF documentation and information management.

 

·    Working with stakeholders to strengthen structure and systems of the G-PSF monitoring systems, processes and tools.

 

·    Proactively suggest or initiate activities that improve G-PSF mechanism and communications. These improve proper management of tasks, time, and information across various networks and stakeholders.

3-          Compliance 

·    Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.

·    Commitment to championing environmental sustainability and climate action across the Facility.

 

4-              Stakeholder relationship

 

·     Works closely with national counterparts to build cooperative relationship and establish CAPRED as an effective partner.

 

Selection Criteria

 

·    Hold a Bachelor degree or a master’s degree in English, or in Law, Public Administration, Public Policy, Business Administration, Information Management Systems, or a related field.

·    At least five years of professional experience in private sector or government agencies.

·    Knowledge of public-private dialogue (PPD) and/or the G-PSF mechanism desirable.

·   Demonstrated experiences in synthesising and summarizing for high quality reports. 

·    Excellent verbal and written Khmer and English communication skills are essential.

·    Excellent in Microsoft Office tools. Proficient in data analysis and management.

·    Excellent observation, analytical, organizational, and critical thinking skills. Proven experiences in researches and projects that demonstrated impactful results are preferred. 

·    Ability to proactively accomplish task with limited oversight. Demonstrated knowledge and experiences working in a rapidly changing and dynamic working environments.

·    Demonstrated knowledge and experiences on integration of Gender Equality Disability and Social Inclusion (GEDSI) principles into the program preferable (or commitment to learning).

·    Demonstrate ability to work constructively as part of a cohesive team.

This position is equivalent to a full-time position with attractive daily rate, based on qualifications and experience.
