Period of Assignment: August 2024 to July 2025

Duration:  12 months

Employment type: Full-Time Consultant

Contractual arrangement: “eligible for Cambodian residents/citizens only”

 

Program Background

 

The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension. 

 

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive, and sustainable economy (RISE). 

 

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and three Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support. and policy support. GEDSI is at the heart of all that CAPRED does. 

 

Position Summary

 

The Climate Investment and Finance Specialist (CIFS) champions investments aligned with climate adaptation, mitigation, and sustainable business across CAPRED. The CIFS will manage CAPRED’s activities in the climate finance space, including support to the Cambodia Climate Change Financing Facility (CCFF). The CIFS will also identify and assess new activities and investment opportunities relating to climate finance. 

 

Roles and Responsibilities 

 

The Climate Investment and Finance Specialist’s responsibilities will include: 

 

Technical

 

  • Investment Pipeline Development: Build a robust portfolio of investment opportunities by screening existing CAPRED projects and external options. Evaluate their eligibility for green/climate finance criteria.
  • Financing Landscape Navigation: Identify and assess potential sources of climate finance, encompassing public, private, and development funding mechanisms (debt, equity, grants, etc.). 
  • Investment Facilitation: Assist in analysing project viability and eligibility for suitable climate finance options.
  • Sustainable Business and Ecosystem Promotion: Design and implement CAPRED interventions that promote climate finance, the adoption of sustainable business practices, and green investment ecosystems.
  • Research and Knowledge Sharing: Contribute to research and analysis on the green/climate investment landscape. Disseminate findings to inform CAPRED staff and support the preparedness of private and public partners.

 

Compliance

 

  • Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.
  • Commitment to championing environmental sustainability and climate action across the Facility.
  • Ensure CAPRED climate finance accounting and documentation align with DFAT's guidelines and methodology.
  • Stakeholder relationship
  • Collaboration and Consensus: Build and maintain constructive relationships within the CAPRED team and with its partners. Foster a collaborative environment for consensus building and conflict resolution.

 

Essential criteria:

 

  • Master's degree in finance, economics, or a related field.
  • Demonstrated experience in investment preparation, appraisal, and financing facilitation.  
  • Excellent communication, organization, and teamwork skills.
  • Excellent written and spoken English essential. 
  • Interest in climate finance and environmental sustainability.

 

Desirables: 

 

  • Experience and/or training in sustainable/green financing.
  • Strong understanding of climate change issues and financial solutions and instruments.
  • Strong knowledge of climate-smart agriculture, renewable energy, or the water sector.
  • Knowledge of the Cambodian context as it relates to climate and the environment.
  • Experience working with Cambodian Government counterparts.
  • Experience working with Development Partners.

 

This is equivalent to a full-time position with a day rate payable monthly in arrears being commensurate with qualifications and experience.
