Program Background

The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience until 2027, with a possible three-year extension. The Facility supports Cambodia in implementing a range of important economic reforms to support the country's economic transition. These interventions and reforms aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy (RISE).

CAPRED interventions fall under three technical components including Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and three Cross-Cutting components: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support.

A key challenge for Cambodia's economic development, especially as it prepares for LDC graduation, is mobilizing long-term financing for critical infrastructure. CAPRED aims to stimulate the capital market, build on recent regulatory improvements, and create a sustainable alternative financing channel for infrastructure projects in sectors like renewable energy, special economic zones, agro-processing, and water security.

To implement this initiative effectively, CAPRED requires a highly skilled Investment Analyst to manage its capital market portfolio. This portfolio focuses on capacity building for key government institutions, developing local bond guarantee services, and providing issuance support to build bond market momentum.

Position Summary

The Investment Analyst will ensure the effective and successful delivery of CAPRED's capital market initiatives. The Analyst will serve as the central coordination point, providing technical expertise to potential issuers and working closely with government, local guarantors, and other stakeholders to contribute to the deepening of Cambodia's capital market.

Roles and Responsibilities

  • Navigate uncertain situations independently and collaborate effectively within a multidisciplinary team.

Compliance

  • Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies.
  • Represent the domain or CAPRED in meetings or events with relevant stakeholders, as the Domain requires.
  • Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team to assess the impact of the interventions and scale up successful initiatives.
  • Work with the communications team to develop communications content.
  • Ensure GEDSI principles are incorporated into intervention design and implementation.
  • Collaborate with other technical teams to build synergies and enhance intervention effectiveness.
  • Carry out other relevant tasks and activities as requested by the Domain management.
