Program Background
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support. and policy support. GEDSI is at the heart of all that CAPRED does.
Under its Trade, Investment and Enterprise Development work, CAPRED supports private sector partners, agri-food processors and exporters to improve competitiveness, strengthen investment readiness, and adopt more sustainable and climate-resilient business practices.
As Cambodian agri-food enterprises increasingly target high-value export markets and seek to improve operational efficiency and access to concessional green finance, there is growing demand to adopt internationally recognized green building standards. To support this transition, CAPRED seeks a qualified Green Building Certification and Sustainable Facility Design consultant to provide on-demand technical advisory support. The expert will advise on practical green options (e.g., EDGE, LEED, SITEs) aligned with firms’ sustainability objectives (i.e. cost reduction, sustainability branding, or access to green finance). The consultant will also act as a bridge between technical facility design, green building certification, and green finance readiness.
Scope of work
The consultant will support CAPRED and selected private sector partners in the following areas:
a. Green Building Certification and Sustainable Design Advisory: provide practical advice on relevant green building certification systems, including EDGE, LEED, Sites, or other applicable standards. This may include advising on certification suitability, requirements, costs, timelines, documentation needs, and sustainable facility design considerations such as energy efficiency, water efficiency, renewable energy integration, sustainable materials, waste management, and climate-resilient design.
b. Preliminary Facility Readiness Assessment: review available information from selected partner companies, such as facility concepts, drawings, layouts, photos, utility data, investment plans, or business plans, and provide an initial assessment of green building readiness, potential certification options, key gaps, and practical recommendations.
c. Other relevant tasks: provide advisory support to CAPRED’s partners on meeting relevant efficiency thresholds and technical requirements of export markets and/or green finance products, such as energy efficiency, water efficiency, or resource efficiency requirements, including identifying suitable improvement measures and required evidence or documentation.
Important: The consultant must be available on an as-needed basis during active project windows for real-time reviews and stakeholder alignment.
