Laser land levelling is revolutionising Cambodia’s rice industry, boosting productivity and preparing farmers to face climate challenges. This advanced technology ensures precise field levelling, conserving water, reducing costs, minimising pests, and improving rice quality and yield.

With Australia’s support, Mr Meun Sor, a laser land levelling pioneer in Banteay Meanchey, has expanded his business from 3 to 100 hectares annually.

Many Cambodian farmers rely on costly chemical products, putting their health and the environment at risk. To address this issue, Australia partners with the private sector to introduce the use of agricultural drones.

Ms To Kosal, a drone service provider in Battambang, has helped more than 80% of local farmers adopt this technology. With her fleet of drones, she is empowering farmers to:
🪲 combat pests efficiently to minimise crop damage
💧 conserve water
🌱 lower chemical use
👨‍ reduce negative health impacts on workers
🌾 increase productivity.

As demand soars, Ms. Kosal is expanding her operations to better serve her community. Through the CAPRED program, Australia is working to support the use of agricultural drones in other areas of Cambodia, contributing to sustainable, inclusive, and resilient economic growth.

Did you know? Most Cambodian agri-businesses have to send their product samples abroad for testing prior to export. This costly and time-consuming process hinders companies’ competitiveness in exports. Australia recently launched a collaboration with the Institut Pasteur du Cambodge (IPC) to establish accredited in-country testing services for pesticide residue, antibiotic residue and heavy metals. This initiative will help businesses ensure safe, high-quality food products and expand to new markets. Australia through the CAPRED program aims to help Cambodia increase its export capacity, contributing to resilient, inclusive and sustainable economic growth.

Did you know? Laser land levelling can help rice farmers boost yields and earn more income. Australia has collaborated with private companies in Cambodia to introduce laser land levelling. This technology helps farmers improve input efficiency, mitigate pest risks and increase rice quality and yield. Mr Ho Sokhy, a farmer from Banteay Meanchey province, decided to adopt laser land levelling after witnessing his uncle’s increased yields as a result. Using this technology, Mr Sokhy was able to save time and costs of water pumping, while increasing his rice yield from 1.5 to 6 tonnes per hectare. Australia through the CAPRED program is accelerating the adoption of technology to enhance Cambodia’s rice industry and support the country’s goal to export one million tonnes of milled rice by 2025.

Australia Supports Cambodia's Renewable Energy Ambitions Australia is committed to supporting Cambodia’s clean energy transition. We both share similar renewable energy targets, challenges and opportunities, so there’s a lot we can learn from each other. This year, Australia hosted a Cambodian delegation of energy officials to learn about the progress and challenges in Australia’s clean energy transition. We are working together to strengthen climate resilience, build a clean energy sector, and attract climate finance to meet Cambodia’s climate neutral target by 2050. Australia is proud to be an official partner for the upcoming Cambodia Climate Change Summit 2024, one of the country’s largest platforms to engage on emerging climate challenges and opportunities. Australia has supported Cambodia's agriculture sector for more than 60 years. This support includes introducing new farming techniques, developing climate-resilient rice varieties, and establishing Cambodia's prominent agricultural research institute, the Cambodian Agricultural Research and Development Institute (CARDI). Did you know? An estimated 99.8% of Cambodian businesses are micro, small and medium-sized enterprises (MSMEs), and 61% of MSMEs are owned by women. Through its flagship economic development program, the Cambodia Australia Partnership for Resilient Economic Development (CAPRED), Australia supported the Ministry of Industry, Science, Technology & Innovation (MISTI) to develop, launch and disseminate the Gender Equality, Disability and Social Inclusion Mainstreaming Action Plan (GEDSI-MAP) 2023–2028. H.E. Lay Navinn, MISTI Secretary of State and Chairperson of the GEDSI Action Group, underscored the importance of the plan in ensuring opportunities for and participation by not only women but people with disability, ethnic minorities and other marginalised groups.

Own a small business and have not applied for a license to operate yet? We have good news for you. Australia recently supported the Ministry of Industry, Science, Technology & Innovation to launch its Digital Public Service Portal for online business license applications. The portal reduces the time and effort required for applications by streamlining processes, and particularly benefits people with disabilities or those living in remote areas. Through the portal, you can request a Prakas to establish small and medium-sized enterprises (SMEs) or handicraft businesses and apply for or renew a license to operate such a business. This initiative aims to boost Cambodia's economic growth by helping to formalise the SME, handicraft, and industry sectors, which represent more than 70% of jobs in the country. Australia is committed to supporting Cambodia to create a business-enabling environment that fosters resilient, inclusive, and sustainable economic growth through its CAPRED program. Australia is pleased to have supported Cambodia to launch a New Digital Public Service Portal during the 1st National Day of Micro, Small and Medium-Sized Enterprises 2024. The 27 June event was presided over by Cambodia’s Deputy Prime Minister H.E. Dr AUN Pornmoniroth and brought together entrepreneurs and representatives from business associations, ministry institutions and development partners. The portal streamlines the license application process, allowing small and medium-sized enterprises, handicraft and industry owners to apply for or renew licenses online. It was developed by the Ministry of Industry, Science, Technology & Innovation in partnership with Australia through the CAPRED program. This initiative aims to build a more inclusive and transparent business environment to boost Cambodia’s sustainable, inclusive and resilient economic growth. Cambodia has ambitious renewable energy plans, which includes 70 per cent of its energy coming from renewable sources by 2030. Australia is committed to working with Cambodia to support its clean energy transition and meet its goals. Recently, Australia supported a delegation to visit Australia to learn about our experience in integrating variable renewable energy. CAPRED: Highlights 2023-24

The Cambodia Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship economic development program in Cambodia. CAPRED’s goal is to help Cambodia achieve resilient, inclusive and sustainable economic growth. Australia through CAPRED works with stakeholders across the Royal Government of Cambodia (RGC), the private sector and development partners to achieve outcomes. In its second full year of implementation (1 July 2023-30 June 2024), CAPRED had significant successes across the cross-cutting themes (Policy Hub; Gender Equality, Disability and Social Inclusion (GEDSI); and Climate Resilience) and technical domains (Agriculture and Agro-Processing; Trade, Investment and Enterprise Development; and Infrastructure Development).

CAMBODIA GOVERNMENT-PRIVATE SECTOR FORUM (G-PSF)

This policy brief provides an overview of the Cambodian Government-Private Sector Forum (G-PSF), from its founding to the challenges and opportunities of the present day. It is the first in a planned series of policy briefs that delve into the G-PSF model. The G-PSF is a comprehensive public-private dialogue mechanism that comprises a plenary forum chaired by the Cambodian Prime Minister and technical working groups (WGs). Its primary function is to provide a platform through which government and industry can come together to discuss, debate and create solutions to regulatory or policy issues to promote economic growth.

Cambodia Climate Finance Facility

The Cambodia Climate Finance Facility (CCFF) is the first national lending facility designed to address market challenges in the financial sector by providing long-term concessional loans to Cambodian businesses and wholesale funding to local financial institutions (LFIs) to de-risk climate projects and support Cambodia’s sustainable development. The CCFF’s mandate is to mobilize climate finance for the local financial sector by incentivizing LFIs to increase their lending to green projects, promoting a systemic shift towards green lending in Cambodia.

Australia's Support to the Cambodian Rice Sector

Australia’s support to the Cambodian rice sector Australia has provided longstanding support to Cambodia’s agriculture sector since the 1960s when it started sending agricultural experts to improve rice-based research. Other key collaborations include the establishment of the Cambodian Agricultural Research and Development Institute (CARDI) in 1999, a strong partnership with the Australian Centre for International Agricultural Research (ACIAR), and the Cambodia-Australia Agricultural Value Chain Program (CAVAC), which concluded in 2022. In July 2022, the Cambodia Australia Partnership for Resilient Economic Development (CAPRED) was launched as Australia’s flagship AUD87 million economic development program. CAPRED aims to support the Royal Government of Cambodia to build sustainable, resilient and inclusive economic growth.
