About CAPRED
The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next five years, with a possible three-year extension. The Facility supports Cambodia in implementing a range of important economic reforms to support the country's economic transition. These interventions and reforms aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy.
About the Project
Through its Climate Resilience Portfolio, CAPRED supports Cambodia to close climate finance gaps by mobilising public and private capital for climate adaptation and mitigation investments. This includes support to commercially viable businesses seeking concessional green finance through the Cambodia Climate Finance Facility (CCFF), which requires a minimum 20% verified energy saving against an agreed baseline as a condition of eligibility.
CAPRED is supporting a private sector borrower developing a greenfield rice milling facility in Cambodia ("the Facility") that is seeking CCFF financing on this basis. An independent, design-stage energy efficiency assessment has established a baseline and design-case energy performance for the Facility. A summary of the Facility and the design-stage assessment is provided at Annex 1 (Project Information). For reasons of commercial confidentiality, the borrower's name and other site-identifying details are withheld from this RFP and will be provided to the successful applicant prior to assignment start.
Energy efficiency financing requires credible evidence that projected savings are actually realised. Independent commissioning, measurement, and verification services help confirm that installed equipment is ready to perform as designed and that actual operating performance meets or exceeds the design energy performance target, supporting CAPRED's, the lender's, and the CCFF's due diligence, monitoring, and reporting requirements.

Objective
CAPRED seeks to engage a qualified consulting firm or independent consultant ("the Consultant") to independently perform Commissioning, Measurement and Verification (Cx, M&V) services for the Facility described at Annex 1, in accordance with the International Performance Measurement and Verification Protocol (IPMVP) Option C - Whole Facility Measurement, to confirm that the Facility's energy efficiency measures are installed, commissioned, and operating in line with its design energy performance.
Scope of the Assignment
The Consultant shall provide independent review and verification to confirm that the agreed energy efficiency measures at the Facility have been installed and are operationally ready to deliver the expected energy performance under normal operating conditions and shall provide an independent technical opinion on actual performance following commissioning.
The assignment follows IPMVP Option C-Whole Facility Measurement, using utility and fuel metering data together with production and process data to assess actual facility energy performance. The M&V boundary, performance indicators, and detailed methodology are set out at Annex 2 (M&V Plan).

Note: While price is a factor, it is more important that the applicant can demonstrate value for money. CAPRED reserves the right to contract more than one supplier for these services and may actively seek to contract more than one supplier to ensure the supply of technical services.

The proposal, including the Technical and Financial Response Forms, must be submitted no later than 5pm (Phnom Penh time), 24 September 2026 by email provided in the contact details with "RFP - Commissioning, Measurement and Verification (Cx, M&V) Consultant Services" in the subject line. Any proposals submitted after this time and date will not be considered.
The program will host an online briefing and Q&A session on 07 September 2026. Interested bidders may register to join the briefing by emailing metion in the contact details, no later than 04 September 2026.
