1. Background
1.1 About CAPRED
The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience until 2027, with a possible three-year extension. Funded by the Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International, CAPRED supports Cambodia in implementing a range of important economic reforms to support the country's economic transition. These interventions and reforms aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy (RISE).
CAPRED interventions fall under three technical components: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and three Cross-Cutting components: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support.
1.2 About Promoting M&A
Cambodia’s rural clean water sector has grown substantially over the past decade, largely driven by private investment. With more than 400 licensed Private Water Operators (PWOs) delivering essential services across the country, the private sector continues to play a vital role in expanding access to safe water.
As the market evolves, some PWOs are exploring various growth pathways, including expansion to greenfield areas and mergers or acquisitions that can enhance financial sustainability, expand coverage and professionalise operations.
Sector consolidation through M&A offers an opportunity to combine technical expertise, operational experience and financial resources—enabling infrastructure upgrade and expansion, adoption of climate-resilient technologies and improved service delivery.
Building on the momentum, CAPRED will pilot a project aimed at stimulating M&A transactions among licensed PWOs.

Interested PWOs are invited to submit the application form in Annex 1 by 30 January 2026 to CAPRED's Procurement through the email address provided in the contact details. The application can also be submitted in physical copy enclosed in a sealed envelope to CAPRED’s office address. Physical submission can be made to the procurement team at the CAPRED office address.Interested PWOs are also able to submit the application via the QR code below.
CAPRED will conduct a briefing session on this Call for Application on 17 December 2025 to provide information and answer questions interested PWOs may have. Interested participants can register to attend the briefing session through Mr. KANG Sinh Ly via email or phone number.
